South Africa's digital infrastructure boom looks like the capital injection the country has been asking for. But how it's unfolding in Cape Town is turning a business story into a political one.
South Africa has about 56 data centers today, with a combined capacity of roughly 350 megawatts — built up over years. Equinix's proposed two-building campus at King Air Industria, near Cape Town International Airport, needs 174 megawatts on its own. A separate Cavaleros Group facility planned for the city is sized at 360 megawatts — bigger than the country's entire existing base.
This isn't incremental growth. It's a step-change, which is why a municipal zoning decision has become national news.
Despite the "hyperscale" language, the approval mechanism is ordinary: Cape Town's Municipal Planning Tribunal rezoned the site from Mixed Use to General Industrial. That's a routine local process, not a Special Economic Zone — no national approval, no negotiated jobs commitments, no formal cost-benefit review. Data centers didn't even have their own land-use category in the city's code until this application prompted an amendment.
Equinix's South Africa-wide plan — Johannesburg and Cape Town combined — runs to roughly R7.5 billion ($438 million), funded entirely off its own balance sheet. No outside co-investors have been disclosed. Equinix is also funding the local grid switching station itself, handing part of that capacity back to the city's public network in exchange for approval. No standalone cost figure has been published for the Cape Town campus alone.

The objections — from the Legal Resources Centre, Housing Assembly, and Foxglove — aren't really anti-investment. They're about shared, finite resources: traditional cooling uses an estimated 25.5 million litres of water per megawatt per year, and four new Cape Town data centers combined would draw power equal to roughly a third of the city's current supply. That lands hard in a city that lived through the 2018 "Day Zero" drought crisis. Equinix says its dry air-cooling design avoids most water use — a claim objectors say wasn't adequately documented in the public application, along with expected job creation and local-content commitments.
South Africa isn't alone in chasing this capital. Malaysia's Johor state has drawn roughly $24 billion in data center investment since 2022 — but paired it with a government committee that screens new projects against power, water, and infrastructure readiness before approval. The Gulf states (Saudi Arabia, UAE) are spending over $100 billion, in one of the most water-stressed regions on earth, betting they can engineer around the constraint rather than plan around it.
Capital is chasing the cheapest sites, but not necessarily the safest ones.
Gulf — biggest bubble on the chart (~$100B+ committed across Saudi's HUMAIN/NEOM and UAE's Stargate), but also the highest water-risk score. The World Resources Institute ranks the UAE, Saudi Arabia, and Qatar among the most water-stressed countries on earth, and Gulf AI data centers are projected to consume over 426 billion litres of water annually by 2030. They're solving it with money, not water — Microsoft alone is funding a $1 billion Abu Dhabi research facility for water-efficient cooling — but the underlying resource scarcity doesn't go away, it just gets capitalized.
Malaysia (Johor) — the sweet spot on this chart: roughly $24.4 billion invested since 2022 with materially lower water stress than the Gulf, though not zero — rising electricity and water tariffs are already narrowing Johor's cost advantage, and the Johor government has had to set up a Special Technical Committee specifically to evaluate new projects against electricity, water, and infrastructure readiness — i.e., they saw the SA/Gulf pattern coming and built the regulatory framework before the crunch, not after.
South Africa — smallest bubble, lowest committed capital of the three, but sits mid-pack on water risk precisely because of Cape Town's Day Zero history.

None of this settles whether the investment is good for South Africa on net — the jobs, connectivity, and FDI upside is real. But the fight in Cape Town isn't a rejection of that upside. It's a demand that the resource cost and local benefit both get quantified and disclosed before approval, not negotiated after. Whether the country builds that framework in time for the next project — or keeps litigating each one individually — will shape how the rest of this decade's data center boom plays out here.
